Works Description

The new Rous Head Cargo & Quarantine facility is part of a major upgrade to the Fremantle Port due to the ever increasing demand in the area for port-related and other industrial activities.

The project consisted of construction on the 5.7 hectare lot of a container storage hardstand area, two quarantine storage warehouses, gantry, a quarantine wash-down facility, loading area, and two office areas to house the administrative operations totalling 8,352m2 of concrete.

Due to client requirements, the construction had to be programmed to allow the client to move into areas in separable and operational portions. This lead to some complications needing to be overcome in regard to compliance (particularly in regard to fire), where areas that were handed over had to meet the relevant statutory requirements in order for the client to operate out of them.

This entailed considerable construction of temporary firewalls and alarm systems, along with the necessary associated electrical and hydraulic infrastructure, to meet these requirements. By working with the client on an accelerated time line - the final section was handed over in Early February, 4 weeks ahead of contractual program.

I can confirm that MODUS Design and MODUS Compliance were project partners with Lanskey Construction (WA) Pty Ltd on a 15-million-dollar industrial logistics and quarantine facility constructed on the North Mole Fremantle.

This project represented a challenging expansion on an existing yard and involved the management of all trades and scheduling necessary to complete the project under an accelerated timeline. Our mutual client was under the threat of potential onerous liquidated damages, which would have been levelled at them in the event the construction phase was not completed in the 32 weeks allocated.

At all times during this project, from the tender phase, through appointment and into construction we found the management and staff of Lanskey’s to be a calm and reliable party to the contract and we were able to rely on their pragmatic advise and value engineering to achieve a handover four weeks ahead of the schedule.

The project came in with less than $300,000 worth of variations the vast majority of which stemmed from client led changes during the construction phase, all of which were accommodated and incorporated into the accelerated schedule without issue.
